there is no definitive answer to this,myself I went at 11. The problem with sending your son/daughter to a foreign country at a young age is they are unlikely to be educated to the way you want them to in term of thinking and manners etc. I found that I disagree with my mum all the time because simply I was taught by another person/people at such an young age.
