特首梁振英表示，香港發展潛力良好，不少外國人都羡慕，盼來港生活發展。
梁振英今早出席電台聯播節目。被問到部分港人選擇移民或離港發展，施政報告如何挽回這些有離心港人的信心時，梁振英強調，經濟發展潛質良好，既有國家政策協助，亦受惠於內地及亞洲的發展，很多外國人都十分羨慕，希望來港發展。他舉例指出，目前本港國際學校約有4000個學額短缺，這數字其實反映外地人想在香港發展事業，能帶同小孩一起來港生活。他續稱，曾跟多個外國商會會晤，當中包括中小企代表，他們都對香港經濟發展有信心。

Hey he is telling the truth this time (for a change), there are indeed many 外國人 who are eager to come to live and work in Hongkong, those 外國人 are from 中國 {:1_1:}

The real truth is, the shortage of international school places is NOT caused by too many foreigners coming to live in Hongkong, but too many local Hongkongers voting with their feet and opt out of local schools.

I think only true if 外地人 includes HK people with foreign passports
