This is something I really don't understand.

They are adding one more kindergarten, and yet starting from next year their kindergarten students will no longer have priority to enter their primary schools.

This would be a perfect example of a bad business decision.

Agree.... But I'm sure there's a reason why they have decided that.... I'm just not sure what it is... ESF has always been quite business savvy and they know how to make money. I'm sure everyone is pondering why and I'm sure they will (eventually) explain why they have made that decision.

Well, look at the priority criteria to enter ESF Year 1 (about 1,000 places): Siblings, children of staff, children of alumni, nomination right holders....if they give priority to KG grads (600 per year now), no more "outsiders" will have a chance!

But that is how things are done in all the so called "dragon kindergartens", e.g. Pui Ching kindergarten has priority to Pui Ching primary school, in fact having priority to their associated primary school is these kindergarten's major appeal to parents, so opening a new kindergarten but at the same time take away its major selling point simply does not make business sense.

But meanwhile there are more and more kids choose IS kinder instead of local one, and I find out very few of an IS school that is really "dragon" from kinder to primary, not like the case of local schools, the latter really promise a percentage! Yes CIS has a reception year, GSIS has kinder, but I think they are small majority and very very difficult...

Therefore, people will still want to get into an ESF primary, and at least, kids can be exposed in the English medium study environment in an ESF kinder, and IB trough trained from 3 years old, and may enjoy a very smooth transition to ESF primary

Moreover, if the kinder is just around my home...I don't see there's reason to choose another IS kinder instead, if ESF primary is always my target : )

True, there are more than one reason to choose a particular kindergarten, location is certainly a valid reason too, but I think we would be kidding ourselves to say the priority to enter it's associated primary school is not a major reason, and perhaps the most important reason, especially when the associated primary school is your target.

I am pretty sure it will be a money-making business; and more and more ESL kindergartens will be opened in the coming years. While Sheng Shui parents need to queue for hours/days for an applications form of a local kindergarten, more and more parents (local Hong Kong families and rich immigrants from China) will send their children to IS kindergarten (no matter any guarantee for primary places) and then pushing up the demand for IS primary and secondary places in the future.
It will be a very good incentive for ESF (as well as other educational organization) to expand their business.

What you wrote is a possible explanation.

They want to expand fast, and it is easier to open a new kindergarten than a new primary school, so they open the new kindergarten first, but that will put additional demand on their existing primary school seats so they take away the kindergarten's priority, until the time when they have opened more primary schools.

But this would mean some day they may take away the priority of their primary schools students to enter their secondary schools, because it is easier to open primary schools than secondary schools, and they may not have enough secondary school places to cater for the increase in primary school students.

I guess no more priority will be given to primary students as well after the subvention program is fading out. Everything will become money oriented. If there are continuous demand, why not open 10 or 20 more kindergarten if they are profit-making? then ask for more lands from the governments for new primary schools? then launch more nomination rights, selling debentures?
