Does anyone know whether they are the same ?Is it possible to have a UGC funded degree course that is not JUPAS degree course ?

There are very few of them but it is possible. For example, the courses offered by HKAPA are UGC funded but HKAPA is not in JUPAS.

JUPAS programme included Open U degree which are self-funded programme.

UGC-funded Institutions
There are eight higher education institutions which are funded through the UGC. These institutions are listed as follows:

City University of Hong Kong (CityU)
Hong Kong Baptist University (HKBU)
Lingnan University (LU)
The Chinese University of Hong Kong (CUHK)
The Hong Kong Institute of Education (HKIEd)
The Hong Kong Polytechnic University (PolyU)
The Hong Kong University of Science and Technology (HKUST)
The University of Hong Kong (HKU)

JUPAS degree also include OUHK

To further assist students in programme selection and application, apart from locally-accredited self-financing post-secondary programmes, this website will also provide information on all locally accredited full-time higher diploma, associate degree and degree programmes not covered by the Joint University Programmes Admissions System (JUPAS) from the 2012/13 academic year. These will include publicly-funded sub-degree programmes offered by the Vocational Training Council and publicly-funded degree programmes offered by the Hong Kong Academy for Performing Arts.

In addition, this website provides information on full-time UGC-funded degree programmes offering senior year places and locally accredited self-financing top-up degree programmes.
