RC,
Actually after 3 years, you are also apply those school like RC, then why need to compete with the same group of competors again after 3 years
If you have RC, then you can ride the cow to find the horse when applying P1, cannot see any reason would decline RC

pick the one close to your home. i personally prefer hkps. RC is not guaranteed for primary

But if you can be in RC kinder, then easy go to RC P1
