請問如去英國讀A-level year 2, 是否可行?

Not quite recommended, esp if you're doing arts subjects as A level is a 2 year course, and the A-level exam covers materials taught in the 2-year period. Also, they finish teaching at around April, which means you have only around 6 months (deducting the christmas holidays) to prepare for the exam.

如果學生在港已完成中七及高考，只是想重考，然後由Non Jupas 條隊申請香港的大學，那又是否可行?

I think it's OK for Maths and science subjects.
As for History and Eng Literature, the syllabus may not be the same.

過多兩年應該得, 英國在討論改制, 2015年開始, A-level改成兩年課程完晒後才考.

最好找foundation 或者可以比可以1年之內考a-level （都有，不過好辛苦）

If the purpose is to apply local U's through non-JUPAS, you can simply make application to sit for GCE A-level in Hong Kong and there are no pre-requisites. Some institutions in Hong Kong offer tutorial classes for GCE A-level as well.
