When do your friends plan to relocate? Most international schools have completed their admissions for 2013/14 school year. Where do they plan to live? Also, what do you mean by 「太貴的國際學校」？ What's their budget?

I'm afraid that there is no IS in HK can fit your friend's budget. Even though the local IB schools are asking for more than $4000 tuition and they require students to have good Chinese proficiency both in writing and speaking.

好老實以你朋友個budget 好難讀到國際學校，英基比較平，九月開始都要7千一個月。

Or you may try rosary hill school. I remember you are allow to choose the stream. Their English standard is high. But another question comes, even she can survive in primary, she has to face DSS if she is not in international school(due to your budget). So she need to take Chinese.

Your friend can choose St Margaret English Co-ed School.
It accepts many children who don't know chinese.
Their students can choose to learn Spanish, French or Japanese as 2nd language.
Of course, the school fee is very reasonable, <$3000 every month.

The girl will be 9 year-old if the family is coming back to Hong Kong next year. Only 2 years in Primary... The Year 7-11 school fee for 2013-14 is HK$10,140 per month.

你朋友回流仲要係插班就更難，我7月回流足足安排了2年仲係year 1 , 明白你朋友情況真係想返自己地方都困難，為了子女冇法！我申請7間得2間比見！
