After they finish all the first interviews. But usually they notify you with short notice, say may be 2-3 days. Sometime they even phone you up before you get the letter. So be prepare.

They will start calling parents of the kids selected for second round sometime in first half of Oct - they will always call first

First half...so some will be selected even before end of first interviews?
