Why there is wanchai schools under central district ? Does it include wanchai ? E.g, st Jo, queens?

There are some places from the school of other districts which are allocated to each district. However, the number of place provided is less than the own district. See below link for reference.

The number of schools in Western Central are not sufficient for you to fill up 30 places.
