It depends on the foundation program offered. If you can join the foundation program offered by prestigious u such as Warwick, KCL etc, you may consider studying the foundation program because their result is recognised by famous u in UK in addition to itself.

If the foundation program is not offered by uni of high ranking, I think it is not a bad idea to take A-level.

I can share with you a real case. My son's friend was from a Band 3 school. He obtained 6 subjects passed in 2008 HKCEE. only 4D and 2E. He went to UK to study A-level. 2 years later, he was miraculously admitted to one of the top two universities in UK to study biology. He was successful because his school is a "wider participation school" - the performance of the school in the public exam is lower than the average national result. Since he came from a school of such background, the offer given to him was A in Chem, Biol and Math (instead of the usual A*AA offer). He managed to obtain the required A in the A-level examination - the percentage of A* to A  for such subject was around 30%.
