My son is a small kid (Dec bb). He was rejected by SIS this year. Anyone knows if I can apply for PY1 again next year as big boy? Can I apply for both PY1 and PY2 at the same time?

Why don't you call the Admission office to ask? I think no one can give you an official answer.
