We do send our daughter to playgroups.  Our daughter (20 months old) needs quite sometime before she can settle in @ unfamiliar places and faces.  She seems to understand and know alot when we instruct her to do certain things, but in front of strangers she would not speak.  She may even say BYE BYE to the person or cling onto us like a koala.  We are not sure how we can help to ease her fears.....

We do NOT intend to send our daughter to interview preparation class as it appears to be too tough for a 2-3 yr old child.

What can we do so that she can be more settled in unfamiliar environment and will be less nervous when she meets strangers?  And also how can we train her so she would respond to the stranger too......

No need to send her to interview training class.
Apply a few more PNs before the one you really target for. Always good to have some practices before the most wanted one. Tell her you are bringing her to a very fun place to PLAY and there are teachers new to her. They really want to make friends with her so it would be good if she could show her smiling face and say hello. Make sure you bring her favourite books/toys/snake to calm her down or to praise her.
Most importantly, daddy and mommy have to be at ease too. You two have to smile and chit chat with her on the way or while waiting. Don't make it really like an interview to her, but a game, a fun time.

Thank you for your suggestions.  We do tell her beforehand of where we will be taking her but if she sees lots of adults (esp if they look at her in the beginning..etc,.) she tends to get nervous.  Seems very hard to control her reactions.  Hope all goes well.
