Local P.6 student can apply for Year 8 of ESF, not Year 7.

For ESF schools, students enter primary at age 5, enter secondary Y7 at age 11, they take in students according to their age. Local school P.6 equals to Year 7 in ESF already. So P.6 student can only apply for Year 8 in ESF. You can check with ESF admission office.
There are of course successful cases, but normally there are seldom spaces available in Y7 and Y8. Usually students start to go overseas at 14, so there will be more spaces available in Y10 onwards.

If you are talking about whether there are spaces available, then you have to check with the school that you want to apply and find out the possibility. Usually there will be a 'long' waiting list, but still that does not mean "impossible".
If you are talking about whether your child is capable or not, it really depends on what type of local schools you child is attending, and if his English ability is good enough or not.
ESF is an English medium school. We have much less homework than most local schools, as long as your child has a good standard of English, then I am sure he will be happy in IS.
Year 8 students are still very young and I am sure they will adapt to the new environment easily.
