my 20months child loves watching barney videos, and average 2 hours or more a day, any opinion?

Barney is good. However, 2 hrs are too too too much.

my baby is 13 mths and loves barney too, and she learns a lot of songs and english in Barney dvds.

Try to keep it down to 2 stories (30 minutes) only each day. My daughter used to get addicted to Barney. She had social problems at the time when she watched a lot of TV. We cut it and she got better in speech and social development.
