It is an interesting topic and I can share what I have encountered before.

1. Father had a new career assignment and the whole family expatriated to UK. I personally know this family and it is substantiated.

2. A boy of KV from a high profile mun declined an offer last year and claimed that Chinese level at CCKG was below standard. She chose to opt out of CCKG and stayed with KV. I cannot validate while I think her reason is flimsy.
