What sections of these schools are you looking into, kindergarten, primary or secondary?
I used to go to FIS and I attended the Open House of Hong Kong Academy so I may be able to answer some of the questions you have on these two schools. As for Kellett School, I don't know much but I may be able to tell you later as one of my tutoring students goes there.

FIS as a whole is very academic rigorous. As you see from the secondary section, students get top score in the world/HK in IGCSEs and there is an increasing number of graduates getting into Ivy League schools in the US while the others go to top universities in UK or Canada.
Many people compare FIS with GSIS in terms of academics. I personally don't think it could produce any fair judgement since FIS is a really small school with around 30-50 students in one grade (depending on the grade). All I can tell is that many FIS students get listed on the Cambridge IGCSE excellence awards every year and the academic results every year are excellent.
In primary, students need to study across 8 areas:
Maths, Literacy, Science, ICT, Social Studies, Languages (French & Mandarin), Arts and PE
I would say that it is a very balanced programme to prepare students for our more demanding secondary school studies. Students have their own homeroom and homeroom teacher. They mainly work with kids in their own homeroom and would sometimes change from classroom to classroom, e.g. to music room, art room, swimming pool, library, etc.
I'm not sure if you have toured around the FIS primary campus but if you have, you probably have seen lots of work that students do in class hanging on the boards all around. Learning environment is fun and stress-free. Students enjoy different ECAs after school (and even in school, they already got lots of fun :D)
Class size is around 20 in primary, but there often is a second teacher in class, making the students to teacher ratio around 10:1. Students from international section actually have lots of contact with students from the french section because french section got more students than international section throughout FIS actually.
I graduated from FIS primary quite a long time ago but I really loved it there. The school campus is lovely. It may not be as big or new or as well facilitated as the other international schools' campuses but it really is more than enough. Going to school was fun as I recall. I especially loved going to the library with the whole class. And FIS primary really prepared me for the secondary school studies, especially for French
