As above, please tell me whether it should be in English or Chinese and who is it addressed to in full English and Chinese name. Thank you so much.

All the school correspondences are in English, I suggest you should write the letter in English. However, if you found it easier to write it in Chinese, I think you can still do so, I trust that KV value your sincerity more than the use of language of the letter (only my 2 cents!)
I believe the letter should be addressed to the principal, her Chinese name is 梁紫馨. Her English name is A. Leung (sorry, I can't quite remember her first name).
