Some say K1 is too playful, not emphasis on academic development, therefore, not worth to repeat K1. But K3 is more focus on academic, good for apply K3.
However, it seems it is more easier to find K1 then K3, especially for those "highly recommended" KGs! Also, when the kids are in K3, they understand what does it mean for "repeat", will they be unhappy?
Any mum can share your experience?

Provided that you can get a seat in K2/K3, I suggest repeat K2/ K3 instead of K1. Especially for those for have already attended PN.
This is because most of the things taught in K1, also already covered in PN, such as A-Z, counting 1-10, recognizing simple Chinese words, teaching shapes and colours.
If repeating K1, that means these kinds of things, they need to learn for 3 years. My boy's class teacher told me, kids might lost the interest of learning. Indeed, kids are very happy to learn "new" things.

repeat k1 is better imo, but which strategy to use depends on your kids ability and type of primary school you want your kid to join, how confident you are to get a place to repeat k3.

I will choose to repeat K1, If parents think their kids will be bored by the simply stuffs, they can teach their kids somthing NEW, such as 1=ONE, 2=TWO........
It's because seats for K3 is really hard to find and kids can also comfort with the school easily while attending from K1 to K3.

小朋友 repeat K1 , 仲細, 佢唔知發生咩事,
小朋友 repeat K3 , 佢知自己"留班", 唔可以同班同學仔一齊, 可能會唔開心.
