As long as they can keep having 1 class for P1(16 students minimum) then can still maintain operation.

It is just an indication that it has risks to cease operation if cannot admit enough students only.

As long as the students enter P1, they can continue until P6 even though the primary school need to cease operation (meaning no more P1 intake only).
