My son is now 4.5 yrs old. I'm trying to find some English readers for him. His reading ability is about ORT level 4-5. He finds the Step-to-reading level 2 books too simple but level 3 a bit too challenging. He prefers to read series with specific character(s) but doesn't like Kipper/Chip/Biff in ORT. Anyone could recommend some readers that is suitable for him? Thanks.

You may want to try Dr. Suess & Berenstain Bears? The characters are very interesting & the contents are highly educational.
