I (see / read) the TV.

I wouldn't say that "I see the TV" is absolutely wrong grammatically, but it doesn't mean "I watch the TV".

If the teacher couldn't properly explain the difference between the two, I wouldn't recommend your kid to continue the class.

see something(if tv is something) but watch tv!

Correct.

You see the TV (set).
You watch the TV (program).

Watch is definitely the correct word to use. But strictly speaking, all the 3 are wrong. The simple present should not be used here.

I watched TV. (correct)
I will watch TV. (correct)
I am watching TV (correct)
I was watching TV. (correct)

I watch TV. (Incorrect)
I watch TV every day. (correct)

My understanding:

I see the TV.

I am watching TV.

Should ask the teachers to tell the difference, or else just quit.

Totally agree with what S. Potato said.  I think your son should definitely quit.  Not only a waste of money but to be taught something that's wrong.  Somethings are irreversible.

For the question: I (see/read) the TV.

The one and only one correct answer is:

I see the TV.

Note that there isn't a choice for "watch". Even if there is, the "watch" is also not correct as"

"I wa ...
