I just checked with 天利行&偉發,
they both said they don't sell PLPRW Small books & Letter Books.
Also, I just called EDB section & they said these books can't be bought in local book stores.

You can't buy it because it is the EDB NET Section resources. But we do make some copies for our children. Only words
