請問中東藉老師算唔算NET? 有冇聽聞歐洲人或俄羅斯人當英文教師?

This is a very interesting topic :) I guess there's no "absolute" definition of NET .. but then, we can refer to the EDB recruitment Ad for pri and secondary school NET teachers as reference.

QUALIFICATIONS FOR APPOINTMENT
The applicant should be a native-speaker of English (meaning English being the person’s native language) or possess native-speaker English competence."

To me, it's nothing to do with one's nationality / ethnicity. Even a Chinese (e.g. ABC, BBC) can be a NET.
