Does anyone know how to join Hong Kong Speech Festival via other Association / education centre instread of the school!!

There are a lot of education centres providing application for speech festival without attending their classes, but you need to check for cost as it varies a lot. My recent searches so far showed that the cheapest is $150, (which includes $70 application fee) and the most expensive one is $400+. Pls also note that the deadline will be in these few days.
