Any body knows, In part B, there are some schools not in the local district. So if i select such school, what is the arrangement of the allocation.

1 any arrangement for the place allocation for local district itself, and for other district?

2 if no, how to arrange the students in local district and other district.

for e.g if i station in yau-jim-mong, there are some school in this net situate in Sha Tin. So these schools should have places for Sha Tin Area, if i select these schools in Part B, what is the mechanism to arrange local net student and others?

When you get the form around May, they will tell you how many seats of that Shatin school allocated to your NET, that is yau-jim-mong. Then, the mechanism is the same, once all seats are filled, you won't be assigned to that school.
