When's the best time to send kids abroad to study ?

I want my son to complete the primary education in HK first so that he can at least understands, reads and writes Chinese.
However, the age of 12-14 seems to be critical as it is the transition time from a kid to an adolescant. After 15, it seems to be too late as he may not be able to assimilate into real foreign culture as Chinese always peer with Chinese.
