I am now researching the reception / pre reception classes of different IS. I've looked up various websites and very confused about this Debenture thing. May I know, when do I need to purchase the debenture? When I submit the application letter? Or after a place has been offered? And the school will facilitate this process, right?

It really depends on which school. Different schools have different policies. You better ask your 'target' school first.

how about ICS ? do they need debenture for kindie ? if so, when need to be paid ?

Each school has their own debenture arrangements. And the arrangements might change any time. You need to ask each of your target school for details.
