Consider Tutor Time. Its Tai Tam campus is on sourthern Hong Kong island, near HK International School & the American Club. Another two campuses are in Kowloon Tong. My child attended its playgroup and enjoyed interacting with the teachers there very much. A few of the kids there are foreigners too.

My girl went to HKPPA, baby buddies (letterland)
and gymboree when she was a small girl.
