The question should be COAL.

1)  petrol  - (it is the fuel e.g. for cars that made from petroleum)

2)  gas - (can be any kind of gas if not specify, including the natural gas)
3)  natural gas (means the gas found together with petroleum when the earth is drilled, it is a kind of fuel also)
4)  coal ( coal is also the fuel made from wood million years ago)

and why

the best answer is "coal"

I would assume the choice 'gas ' here actually = gasoline - the fuel of motorcar, one of the products of petroleum.

Coal is not the product of petroleum.

Natural gas may or may not be petroleum product.

I would say this is not a well set question.
