You don't need a foreign passport. But they will ask if the kid's first language is English. They give priority to English speaking families.

我是本土香港人，但女兒有美國護照及citizen紙，如加上能講英文的話，請問考ESF有沒有priority?

If you daughter cannot speak any languages other than English, your daughter will have first priorty. If your daughter can speak say, Cantonese, she will not have the priorities as she is deemed to be able to study elsewhere in Hong Kong.

I learnt from some of the parents of ESF students that the teacher ( or teachering assitant ) do ask your kids some questions in Cantonese during the interview. If your kids can understand and reply in Cantonese, your kids will be taken out from the priority list.

In fact, my kid is studying in ESF but I don't have foreign passport.
