住荔景區又應該申請那一間呢?

For those applicants who are not already studying in an ESF kindergarten, they will face a new set of admission policies effective August 2013 (next month) ...

Of particular interest is the following paragraph ...

"In line with the Education Bureau requirements, at least 70% of the total students enrolled will qualify as ‘non-local’, defined as being holders of an overseas passport."

Previously ESF had never stated a preference for foreign passport holders, although there had always been rumours regarding such a requirement. In any case, it is now official.

Another major change ...

"5. Applicants will be invited for interview and assessment at the school of zone as vacancies become available; an interview with parents will also be arranged."

Previously they only interviewed the child, now they interview the parents as well. No idea what they will look for, but saying something.like "chai our breast" probably won't cut it.

"Being in line with EDB's requirement..." doesn't mean there need to be a "preference" towards foreign passport holders. In the past, applicants were shortlisted by random number and there was no preference on passport, but in the end only less than 20% of enrolled students do not hold any foreign passports. Therefore, it is reasonable to believe that in the future, unless it happens that the population of foreign passport holders drop to 70%, there is no need to exercise any preference on nationality when admitting students. You can check their annual report for the student nationality data.

As I said, it has always been rumoured that they had a preference, and now they are making a public statement that, as a policy, their student population must have 70% "non-locals".

People are free to interpret that statement anyway they like, but if an applicant holds both a foreign passport and a HKID, it would be foolish to not mention the former.

If that overall 70% also counts the ESF kinder kids, it might not be too useful if they don"t have foreign passport despite they hv priority

For ESF kindergartens, I think the current K1 students and those going to be K1 this August still come under the old system, not sure, but those starting K1 next year (2014) will come under the new policy for sure.
