I guess 佢講緊係RC Non-refundable Building Levy (NBL)
Other ESF schools also need to pay NCL since 2015 Aug
以上都不是debenture ,non refundable

Yes that's what I meant. I thought that's the debenture. My colleague mentioned she needs to pay this newly imposed fee.

No debenture for ESF but there is a one off non refundable capital levy of $38000 for students entering at year 1. Then is just monthly school fee onwards.
